Six ans de travail acharné par une équipe de bénévoles et des milliers de dollars investis pour satisfaire aux exigences du ministère de la Culture pour finalement recevoir comme toute réponse :
« Le ministère ne peut donner suite à la demande d’aide financière 531724… »
Le projet d’agrandissement et de modernisation de la bibliothèque Pettes se trouve donc amputé de plus de 2 millions $. Au sein du conseil d’administration, c’est la stupéfaction et l’incompréhension.
Dans une lettre envoyée aux donateurs du projet, la présidente du C.A. Jane Livingston écrit :
« Pourtant, dans les dernières semaines précédant cette annonce surprise, on nous laissait clairement entendre que notre projet était parmi les projets privilégiés par les responsables du ministère. »
Depuis le début de la planification du projet, la députée de Brome-Missisquoi et ministre, Isabelle Charest, a apporté son soutien. Dans un courriel envoyé à Tempoen réponse à une demande d’entrevue, Madame Charest explique ainsi la décision du ministère de la Culture et des Communications :
« Dans le contexte actuel, le gouvernement a dû prendre la décision responsable de concentrer ses investissements sur le maintien des infrastructures culturelles existantes plutôt que sur des projets d’expansion. »
Elle ajoute également :
« L’équipe de la bibliothèque a déjà franchi d’importantes étapes dans la structuration de son montage financier. Je demeure pleinement engagée à l’accompagner dans la réalisation de ce projet-phare pour la communauté de Lac-Brome. »
Quant au remboursement des dizaines de milliers de dollars engagés par la bibliothèque pour satisfaire aux exigences du programme gouvernemental, la députée et ministre répond qu’il est trop tôt pour se prononcer, mais qu’elle continue de suivre ce dossier de près.
« D’une manière ou d’une autre, un projet réimaginé sera réalisé. »
Malgré ce douloureux revers, la direction et le Conseil de la bibliothèque ne se laissent pas abattre :
« Maintenir le statu quo n’est pas une option. »
Comme l’explique Jana Valasek, directrice de la bibliothèque :
« Nous aurons plus de flexibilité pour réaliser le nouveau projet, sans les contraintes que nous imposait le programme gouvernemental. »
La communauté de Lac-Brome, avec l’appui indéfectible de la Ville, a déjà permis d’amasser plus de 4 millions $ pour réaliser l’agrandissement de la bibliothèque. L’équipe de direction ainsi que le conseil d’administration sont déjà en train de réviser, réévaluer et consulter des professionnels afin de construire l’annexe, de rafraîchir et de remettre aux normes le bâtiment existant, construit en 1894.

The Pettes Library expansion and modernization project has thus been cut by more than $2 million, leaving the Board of Directors stunned.
In a letter sent to project donors, Board Chair Jane Livingston wrote:
“Yet, in the weeks leading up to this unexpected announcement, we were clearly given to believe that our project was among those prioritized by the Ministry’s officials.”
Since the beginning of the project planning, Isabelle Charest, MNA for Brome-Missisquoi, has lent her support. In an email sent to Tempo in response to an interview request, Ms. Charest explained the Ministry of Culture and Communications’ decision as follows:
“In the current context, the government had to make the responsible decision to focus its investments on maintaining existing cultural infrastructure rather than on expansion projects.”
She also added:
“The library team has already taken important steps in structuring its financial package. I remain fully committed to supporting it in the realization of this flagship project for the Brome Lake community.”
As for the reimbursement of the tens of thousands of dollars spent by the library to meet the government program’s requirements, Ms. Charest said it is too early to say, but that she continues to follow the issue closely.
A Reimagined Project Will Move Forward
Despite this painful setback, the Pettes Library management team and Board of Directors are not giving up:
“Maintaining the status quo is not an option.”
According to Library Director Jana Valasek, the new situation will allow for greater flexibility in executing a reimagined project, without the constraints imposed by the government program.
The Brome Lake community, with the unwavering support of the Town of Brome Lake, has already raised over $4 million toward the expansion. The library’s team and Board are now reviewing, reevaluating, and consulting with professionals to build the new annex and refresh and modernize the historic 1894 building to today’s standards.
